War Victims Monitor Editor’s Note: The following is an edited overview of the International Committee of the Red Cross initiatives for war-affected civilians in Colombia.

In the lead-up to Colombia’s presidential elections in May and June 2010, clashes intensified between the police and armed forces and the FARC in the south of the country, especially in Caquetá, Cauca, Guaviare, Huila and Nariño. Thousands of Colombians living in certain rural areas are facing the consequences of the armed conflict, including limited access to basic services such as medical care, education, water and sanitation. The ICRC is carrying out a large part of its work in the 25 rural areas worst hit by the armed conflict.

MARÍA LA BAJA, Colombia — Ten years ago, a Colombian paramilitary group violently forced the people of Mampuján Viejo from their homes. In June this year, the Justice and Peace Court of the Superior Tribunal of Bogotá, Colombia’s capital, ruled that the community must be compensated.

Good news is in short supply. The economy remains bleak. The war in Iraq entered its seventh year last week, and violence reaches new pinnacles in Afghanistan. But there is one bright light amid all this gloom. Real progress is being made to ban cluster munitions. These are canisters of different sizes that release hundreds of bomblets on detonation, scattering deadly devices over an area as large as several football fields.
