Blackwater’s loopholes
Prosecuting private security contractors for shooting Iraqi civilians might be impossible.

Federal agents investigating the Sept. 16 killing of 17 Iraqi civilians by operatives of the Blackwater security company have concluded that 14 were victims of unjustified and unprovoked shootings. Some died in a hail of bullets as they fled. The investigators also have rejected assertions by Blackwater that its forces were defending themselves, saying there is no evidence to support that claim. (more…)

FBI faults Blackwater in Iraq slayings

Federal agents investigating the Sept. 16 episode in which Blackwater security personnel shot and killed 17 Iraqi civilians have found that at least 14 of the shootings were unjustified and violated rules on deadly force in effect for security contractors in Iraq, according to civilian and military officials briefed on the case. How Blackwater Sniper Fire Felled 3 Iraqi Guards

BAGHDAD — Last Feb. 7, a sniper employed by Blackwater USA, the private security company, opened fire from the roof of the Iraqi Justice Ministry. The bullet tore through the head of a 23-year-old guard for the state-funded Iraqi Media Network, who was standing on a balcony across an open traffic circle. Another guard rushed to his colleague’s side and was fatally shot in the neck. A third guard was found dead more than an hour later on the same balcony. (more…)
